How to configure CONNECTING VIA IP ADDRESS?

Hi guys, I know this maybe an stupid question. :(

I searched the Internet but found nothing really help. If you happened to know this. Please give me some advice. Thanks in advance.

Now, I got SQL SERVER 2014 installed on my pc and I want to some development on this pc.

I need to connect to the database via IP address(I don't any other connecting way) from my application/website.

(I am connecting to a home WiFi network so my IP is 192.168.1.100[fixed]).

I've done these jobs:

1. Enable remote access in SQL Server.

2. Enable TCP/IP in SQL SERVER CONFIGURATION MANAGER(Listen ALL).

3. Disable all Windows firewalls.

While I'm  trying to connect to database via IP, this error keeps coming out and driving me crazy. :(

Please help. I'd like to be your bed-buddy. :)

Cannot connect to 192.168. I. 100.
Additional info rmation:
A net,vork-related or instance-specific error occurred while establishing a connecton to SQL Server.
The server was not found or was not accessible. Verify that the instance name is correct and that
SQL Server is configured to allow remote connectons. (provider: Named Pipes Provider, error: 40 -
Could not open a connection to SQL Server) (Microsoft SQL Server, Error: 2)
The system cannot find the file specified
