License of SQL Server 2016 STD

Hi there,

I have 8 core license for SQL 2017 STD and want to install using it but my physical machine has 16 core.

In this case, if I restrict the number of core to 8 in SSMS, Can I install SQL 2016 STD on physical macine even not buy more license? or do I have to install SQL 2016 STD on new VM that set with 8 core?
