Unable to import database file because of "file contains corrupted data"

I have been struggling with this for days. 

I have received a back up database file from MSSQL, which has weird characters I'm not sure what type it is. I have attached it below.

I used the method described in the microsoft docs to import a database, but that failed and I received an error message like below.

Please let me know what I can do do import the database file.
